Summary:
Between the months of May and June 2008, a seller (Hybrid.No.Paypal / Hybrid.Concepts/ Hybrid Digitals/ Royals.Estore / Zetta.Express) sold a number of items which in turn were never sent out. For most people, there was no communication with the seller, either through email or by calling/texting his phone. When calling, the caller would receive his voicemail or be told that his voicemail is full. A few victims were able to speak to the seller via SMS but this resulted in only one refund.
Through great efforts by some of the victims, Hybrid Digitals was linked to Tim Tsang and all of this information passed onto Detective Robertson of the Gladesville, NSW police.
On the night of July 8th, Tim Tsang (Chun Fai Tsang) was arrested and charged with 2 counts of "Obtaining benefit by deception". He went to court on the 9th of July, but was released on $5000 bail and had to surrender his passport. On the 16th of July, Mr. Tsang went to court with 22 charges of "Obtaining benefit by deception" put against him. He hasn't put in a plea (corrected 30/11) . His defense appears to be that EBay shut his account down and he intended to send the goods out. Clearly, someone needs help reading a calendar. This seller has appeared to have "scammed" over 90 members for over $150,000 in total. It's very important for everyone to report their transactions to Detective Robertson.
At Tim's commital hearing, he has plead GUILTY to all charges pertaining to our case. This is great news for everyone and we should be seeing some sort of agreement on compensation soon. If his barrister/solicitor can come up with a compensation plan, this can determine the sentence he receives. For example, if he comes up with a plan to pay everyone back in a reasonable amount of time, then this will favour him when he is given a sentence. Now, compensation, as I understand it, will be paid to the sherriff's office and they will then in turn write people cheques, based on the information that the police have. When and if that time comes, we can make sure everyone's information is still up to date.
Tim was sentenced to 12 months of periodic detention to be served on the weekends. A compensation plan has also been drawn up by the courts to pay back the victims. Details of that are forthcoming and any compensation is handled by the sheriffs of the court.
Police at this time still have his passport in custody but his lawyers have requested that the passport be returned. His name has been flagged for immigration and additionally his visa to stay in this country has expired. So, even if he were to get his passport back, he would have to explain to immigration why he has an expired visa, where this case will show up in his record.

I've called the Hornsby court as well as Detective Robertson for an update. The court reiterated that a compensation order was issued and he was sentenced to periodic detention. There were no further stipulations to the compensation order regarding a timeline and it may seem that if we want to get the money back we either need to get the Sherriff's office to sieze an item owned by him (car, boat, TV etc). I imagine something out of Dog the Bounty Hunter. The other option is bringing a civil suit against him. Suing someone that doesn't have any money may be fruitless. Detective Robertson will contact Tim's lawyer to see if and when he will pay.
August 09
Detective Robertson has sent the list of victim's current information back to the Hornsby Court. The list contained about 47 victims. The detective is trying to track down about 10 victims. Those remaining victims are best to contact the detective so he can add you to his list. We haven't heard anything more on the compensation order but we are hoping to hear something soon.
Detective Robertson received a letter from the Hornsby Court asking for the details of the victims in regards to compensation. The court needs:

We are still awaiting more information on the time period Tim has agreed to pay off the amount. Tim will pay the court and the court will then disperse the money to the victims. More information on that in the future.

This wiki has all kinds of information, including business address details, passport, and licence details. He is on a temporary bridging visa. He was selling items on username Royals.Estore in mid June, but is no longer selling items. Tim was on Facebook but has since removed his profile (a copy of his profile/pictures has been saved). The Camry Altise was/is a rental car. His mobile phone # is

Based on his linkedin profile, he worked in Sydney at Mcafee, 201 Miller St, North Sydney, NSW 2060 and previously for Symantec at Level 2, 1 Julius Ave, North Ryde, NSW 2113. The companies are both in the Antivirus market According to Mcafee, Tim stopped working there at the end of June (24/6).


A victim of this scam was able to receive a refund after contacting Timothy at the number above. Timothy is believed to not be dangerous, nor a professional con artist. He is a rather dumb guy who thinks (or thought) he could scam some money out of people.

Based on the contact information provided by EBAY, we have concluded that 233 Victoria street is in fact a fake address. His bank accounts were normal one day and are now all closed. The name given by EBay is Y Wang but his real name is Timothy Tsang or Chun Fai Timothy Tsang.

Description of Problem and Steps Taken: Sorry if this is a bit long, but I feel like I should explain exactly as it happened, incase someone more in the know sees something suspicious.
On the 20th of May (this month), a bunch of cheap laptops went up from seller hybrid.concepts, and on the lookout for a Macbook Air, I scoped out the sellers rep (He had a few negatives attributed to slow postage and a neutral or two for bad communication, but nothing too serious-seeming) and managed to win one of the Macbooks on offer.
I chose to pay by bank deposit, and set up the transfer an hour after I won. I emailed the seller the next day to see if it'd arrived, he said he hadn't received the deposit yet, and it could take upto 3 days. I let things lie over the weekend, and sent an email on monday asking for an update, to no reply. Feeling uneasy, I checked the sellers page, and notice that he's privatised his feedback, and is no longer selling anything. The next day, he's changed his name and is no longer a registered user, and all the auctions are being cancelled, and are no longer accessible. Still no reply from the seller. I ring his provided number, and connect to a voicemail account too full to accept more messages.
I may be paranoid, and my item may already be in the post, but the lack of him sending me any postal confirmation or tracking number for my registered post, and the fact he's basically obscured data about the auctions in any way possible makes me think I've just been suckered out of 1500+ dollars.
I should also say; I got to look at the auctions he held on the 20th and 21st of May, before they were all cancelled, and from the rough maths I did on the listing, he looks to have made about 89,000 dollars or so from 93 auctioned items, mostly electronic goods.
So, is this the grandest of scams, or some sort of misunderstanding? Also; Tommorrow is the 10th day since the auction, so I can file an eBay complaint. Any suggestions how to go about it (Other than the provided guide.) Also, if any of the other buyers roped into this have had any contact/arrived purchases, this would also help.

Description of Problem and Steps Taken: Last week I was bidding on a laptop " Asus M51SN AS037G" and managed to get a real bargain for as little as $1025 brand new including shipping. I managed to get in touch with the seller and he was happy to accept Paypal for the purchase even through his listing advised no paypal is offered. I transferred the funds to his account and waited for a reply. To my surprise two days later my funds were refunded via paypal and I received a request from seller for a mutual withdraw on the item. I contacted the seller and he advised he was having issues with paypal and its best I transfer the funds to his bank account via internet banking.
Unfortunately pickup of item is not available as stated on the listing. Just curios to hear your views as I'm undecided whether it's a risk factor to transfer the funds. The seller had many private listing on the laptops with a start price of 0.01 and was thinking of waiting to see what other buyers will respond on the feedback system.

Well, it seems ebay makes it a little too easy for these people to get away as they wont even give me his home phone number or address!

Description of Problem and Steps Taken: i was only scammed by same fellow. In another post it claimed his account was hijacked. this is not so, I actually got to talk to him before he was deregistered and he promised a refund that never came. We visited the address shown on listing as 10 Help St Chatswood, it was a 10storey building, of course no sign of anything with his name, so he msut have been coming by every day to collect cheques sent there by looking for mail in the foyer, as the building manager claims to have no knowledge of him (under his various names) I lodged a police report, so far no news! Maybe we shouild all look at taking a class action against ebay since it is their fault cos they don't have a proper id policy for sellers similar to the 100 point check required by banks. I have been suggesting it for years, to no avail.The new paypal policy is very limited as they have changed the feedback policy recently and lots of sellers wont qualify for buyer protection.
Also this guy had multiple NAB accounts one day, and they were all closed and money withdrawn the next. If police can't act on this, it is ridiculous, you may as well say ebay is just a gamble, and be prepared to lose whatever you pay!! (Updated 16/7)

Paid him $470.00 via bank deposit and got absoloutely nothing. Was communicating with me via emails up until about 22/05/08. Claimed item was sent via registered post and lost. Said would send another one out and then claim insurance for lost item through Australia Post. Filed 'item not received dispute' with ebay and then the following day he had changed his ebay name, privatised his feedback and then a few hours later,was no longer a registered user on ebay. I sure hope this scammer gets whats coming to him. The amount of stress he has caused is unbelievable. Just in the process of filling out all the paper work for a police report. I guess the more reports they have regarding this dodgy seller the more likely they are to stop him in his tracks. Fingers crossed!

Sadly E-bay are doing nothing to stop this thing happening!! You can't even lodge a complait until 10 days after the transaction regardless of any other circumstances. No contact point avaliable, what's that all about!!! it's as if e-bay only care about getting their fees for the sale !!!! Beware sellers who offer 10 or 20 games with the purchase. Also make sure you read the small print with paypal. Just cause you paid by it doesn't mean that your covered (another rip off). You can got to the Queensland police home page. They have a step by step guide to report internet fraud for offences in all states (At least someone is taking it seriously, they direct you to the appropriate force) Please if you've been ripped off report the matter to the POLICE. The more money involved the more chance of some action.!!!

At beginning i wrote an email to them(Hybird.Concept) asking whether i can make an offer or not with AUD 1500 BIN price.They straight away replied me saying YES. Then i asked them how can i make the payment. They provided me the options both paypal and bank deposit ...In order to be save, I choose to use paypal which have the buyer protection. I asked them to set up the link for me to follow the regular buying process for record purposes. Everything was done on the same date and also informed them that the payment had gon through so that they can send my item ASAP as i need it. Few days later, i was still waiting for my Laptop and i wrote them few emails got no response at all. After 10 days i reported to both ebay and Paypal (as the dispute has to be over 10 days after payment to make a claim). Ebay replied to me that as hybird.concept has no longer a registed member, there is nothing they can do about it. Then i've been waiting for the dispute from Paypal. They Only cover up to AUD 400 of my lost! I was really upset and decided never use ebay anymore! I hope i can get my money back! I have paid for the item through direct bank deposit using internet banking on the 19th of May 2008. I was told by the seller that he would not accept PayPal payment. I have a screenshot of the lodgement receipt from my internet banking session which includes the amount paid, the date and bank details of the seller. On the 22nd of May 2008 the seller (Hybrid Concepts) confirmed having received the funds and said he will arrange shipping shortly. Having waited for a couple of weeks the laptop never arrived. Tried to contact the seller on his mobile but only got through to his voicemail which was full. Seller did not respond to any contact. Following this I noticed that the seller was receiving negative feedback in his eBay and shortly after had closed his eBay account. I immediately began the dispute process on eBay. Essentially I have lost $1,464.74.

Ok here is the low down guys.
VIsited 233 vic ave. The guy was european and not asian. Also, he might be invloved because why was his address inclluded for money orders? IS he collecting the money for Y Wang?
Called up 307 vic ave. Very suspicious. Last week said her husband wasn't home. Today said she is single and was stutering alot. ( i pretended to be a cop!) She asked me how did I get her number. After i kept insisting to speak to mr Wang, she disconected the phone! Very suspicous!
Have a very good lead from inside sources. I think I have this guy by the balls now. I don't think anyway has this info but I will keep it quiet for now untill I'm absolutely 100% sure! I'm about 90% atm

I called him up. I asked for Timothy Tsang. The guy said he wasn't home and said he was his flat mate. I asked if timothy sells computers and his flat mate hesitated and said he thinks so. I told him my name and gave him my number and told him to pass on a message to timothy. I said that I want my money back and if it's not refunded I will personally go and visit them!
I never recieved a phone call back and now they are not answering the phone! I only realised today that the sebel is a hotel apartments and timothy was staying in room 2406!
They must have done a runner. Also, the guy we are trying to trace down may not be Mr wang but may be a guy named Chun Fai Timothy Tsang! I will not state how I found this information but i can assure that it came from a good source ;)
If any of you live in an area near chatswood, go check that place out. I live in melbourne so I can't and my friend who visited 237 vic ave isn'y around the next week or so.

The sebel is an appartment building. Tsang was living in a residential appartment in the sebel and this was confirmed by the agency which was in charge of the appartment being rented.
It's either Tsang is still at that location or he has run away. On June the 5th I asked if anyone living near chatswood or in NSW to go check that place out. It might be a bit too late now.

OK, I have made the changes above. In my opinion, going to the guy's place or calling him up will do nothing but scare him to moving somewhere else and going further underground. We have to get the police involved as they are the only ones who can do anything. I would highly advise against confronting this guy as he may be armed or who knows what. All we need to do is gather information at this point and let the police do their job.

Recieved a full refund of $1300. Timothy also told me not to mention his blue car as it was a rental that has been returned. Bullshit, he just doesn't want people to know what car he drives. All details that have been posted are 100% correct. His rea name IS Timothy Tsang and the wiki showing his licence details, passport etc is correct aswell.
I don't think this man is dangerous and I also don't think he's a proffessional con artist, he's just same guy looking to make money. You can contact Timothy on the following number 0406661333. Don't mention my name and also don't mention anyone else in this wiki as that may scare him a bit knowing that we have all worked together. Also, be firm with him and don't take any of his shit, threaten him if you have to, make sure your always letting him know that your watching him.
